The slow paced affair saw the first try, from the Sharks Billy Magoulias, only scored in the 59th minute, before the Storm equalised in the 70th.
The game appeared destined for golden point extra time before Cameron Smith kicked the deciding two-pointer.
Across town Manly captain Daly Cherry-Evans kicked a field-goal with four minutes left on the clock to help the Sea Eagles beat the two-time defending Champion Roosters 9-8.
