NRL boss Todd Greenberg has warned they're ready to issue a significant punishment if allegations are proven.
Both females were over the age of sexual consent, but the issue centres around how the players acted on an official club school visit in Port Macquarie, and whether they abused their positions and broke team protocol.
The two players have already been provisionally stood down, and will not train or play until the investigation is complete.
