Jonathan Thurston kicked through to set up Coen Hess for the winning try three minutes from fulltime, to cement a comeback from 30-18 points down.
The win moves the Cowboys to 14 points, two clear of the bottom placed Eels with three games to play.
The Broncos remain seventh but will be overtaken by the Warriors if they beat the Knights tonight.
